Burma leaders block aid, seek more power in vote

YANGON, Myanmar - Myanmar’s military rulers held a referendum yesterday aimed at solidifying their hold on power while brazenly turning cyclone relief efforts into a propaganda campaign.

In some cases, names of some of the country’s top generals were scribbled on boxes of foreign aid before being distributed.
