Russia to upgrade missiles to evade US space arms

MOSCOW - Russia’s military is planning to upgrade its missiles to allow them to evade American weapons in space and penetrate any prospective missile shield, a Russian general said Monday.
In comments to the Interfax news agency, Russia’s Strategic Missile Forces chief, Col.-Gen. Nikolai Solovtsov, as saying that Russia’s intercontinental ballistic missiles will be modernized to protect them from space-based components of the U.S. missile defense system.

I don't but it! The Russians can't even make a car that doesn't stall when you run the wipers, headlights and blow the horn. A ballistic re-entry vehicle that can dodge and dance? It would take too much fuel energy to alter the trajectory of an object moving at several thousand miles per hour, and take too much on-board electronics on each vehicle to control. That would greatly increse the payload weight, and therefore the size of the rocket engine needed to lift it to apogee.
