Cosmonaut says Russia falls behind in space race

MOSCOW — A veteran Russian cosmonaut says his nation lacks a viable program for developing a new spaceship and will likely fall behind in a space race.

Mikhail Tyurin says that efforts to build a successor to the 40-year old Soyuz spacecraft have dragged on because of lack of clear goals and poor coordination.
